Staging and deployment is a known problem in Drupal and I don't need to spell out to anyone the details at this point I don't think. The bigger problem is how we as a community have chosen to address it by creating a false divide between content and configuration in direct opposition to all the trends in Drupal core since time began.
Proposed solution:
Don't do that. Focus on Drupal 'things' as equal and propose solutions that don't just scratch the itch of developers, but address the problems systemically.
