I asked a similar question
I asked a similar question via the "Contact" form and here is the response I got:
"If you have a laptop bring it. Most people do, but it is not strictly required. Laptops for pre-conference training depends on the instructors. Workshop instructors will be reaching out to attendees later this week."
However, at the time of writing this (lunch time on Thursday) I haven't heard anything from the pre-conference instructor.

I'm taking the intro to module development course. I contacted the instructor, and we need a laptop with Drupal 7 installed for our class, in addition to a PHP editor.
It pretty much makes sense..
